Right now I’m not sure about driving freely. They’ve not really shown how it works. I think it’s likely you go to a specific area to get in your cab then it goes to a more open world driving level with specific spots to stop and get fares or start races.
Pure speculation, but given how most Yakuza games work I’d say it’s a safe bet.
